Please download the file doe.exe from http://www.submission2000.com/update/doe.exe and copy the file into Dynamic Opt-in emailer's program directory to over written the old version.

This should solve problem, the cause of this is because Microsoft has changed some features of Win ME, we have adapted our program to the changes accordingly, thus the requirement of update.
